My iphone 11 will not load anything including email. The only things that works is texting. It needs an update but can’t even load that. I reset the network settings and that did not work. I was just out of town with poor service and WiFi. Not sure if this matters.

Nowadays, Public Wi-Fi is offered for free, in big cities, shopping centers, in Public Transport (bus & train), airport, restaurants and others.
That depends on where you live.
If at the moment you are away from home and there is no Public Wi-Fi, you have to use Mobile Data, for sure go to -> Settings -> Mobile network -> Mobile Data -> ON.

iPhone 11 will load nothing. Only texting works
