Will Apple Watch fall detection automatically call emergency services if you're still moving for a while before becoming immobile (eg. after a seizure ends)?

I understand that fall detection on the Apple Watch will automatically call emergency services after about a minute and a half of a person being immobile after a hard fall. However, what if they fall due to a convulsing seizure where their wrist could be moving for a minute or more before they become immobile, will the emergency countdown timer still initiate after the seizure ends?

For example, you have a hard fall so the Watch asks if you are okay or if you need to call emergency services, but you're having a convulsing seizure so the Watch thinks you're "moving" still, but after a minute or two your seizure ends and you become immobile. Will the countdown timer for automatically calling emergency services begin at that point, or will the Watch have cancelled the countdown timer because you were "moving" for so long after the fall?
