New SE iWatch with cellular goes straight to voicemail

We just got my son a Cellular SE watch, if he is not on wifi, it seems the calls go straight to VM. We checked and the cellular antenna is on. But once he leaves the wifi of school or home, and you call him on the # given, it goes straight to VM. What am I missing to turn on?? Or is there something wrong.
