I get a half ring on my phone and watch, then the call goes to VM before I can answer it. It’s annoying because I automatically raise my arm when this happens, I can see the call but as soon as I do it’s dropped. I ended up turning off my watch, and now my phone can receive calls normally and I can answer them. I don’t have any automatic settings to block calls or forward or go straight to VM.

We'd like to help you find the best solution path for this issue you have with the ringing when paired with your Apple Watch. With this not happening when paired, this isolation would lead to seeing if Unpair and erase your Apple Watch and pairing back will help put the two back in sync. If this continues to happen when paired, this would be unexpected software behavior it sounds like, and contacting Apple Support to look into this further.
