Cannot receive phone calls on Apple Watch Ultra 2

I can get notifications that I missed a phone call, but I cannot see the phone call. Come to my watch. I can also only call an Apple device from my watch. Otherwise it hands off the phone call to my iPhone.

is this a lockdown feature? I’m able to perform text messages and everything else and I just unpaired and repaired my phone.
