In IOS 15.6.1 how may one pin a tab in Safari? My previous thinned tabs are missing.

Currently in iOS 15.6.1, pinning tabs in Safari is not an option. You can rearrange your tabs, bookmark websites, or create tab groups following the information in the below Apple Support resources:
