Apple Watch connection activate for service

i buy this watch from last year dq***tv3 this is the serial number when i try to connect this watch to my iphone 12 pro max 15.6 ios version they displayed msg “this apple watch cannot be activation for service please contact apple care please activate this watch i putt money on it
