"Missing device but that location is based on iPhone power on only but ofter iphone switch off… what next"

You need to find this manually, and that's the best you can go from here. :) ...

Find My is Not an Option:

A. Backtrack your Locations:

Do it the olde fashioned way and backtrack your locations. For instance, if you were at a retail store, then stop in, asking the store manger if it was placed aside.

B. Lost-&-Found:

Chick with the Lost & Found department of the facility you were in, seeing if it has been handed over.

C. Contact Local Authorities:

See if the community police, or local security guards at the front door, can across it.

D. Use Craigslist:

Put a post on Craigslist, seeing if they have been found.

"Think practically….. your iPhone give to someone oky, he going out side and your find my iphone device is on oky… he switched off ofter he far away…he is not there at where he switched off the iphone , then how to find that iphone location"

Secure your Account:

Practically, there is no way to know where something is, until is found. So, was a passcode assigned to this? If so, then it's likely locked, and you'll never find it. If not, then someone has access to your info. Whether or not they do is anybody's guess. So, after everything being said, secure your account, start with a new password. See my above reply.
