That idea has been discussed many times and it was always determined to be a bad idea. I think that it was something about needing to turn off to save the battery.

any thief worth their salt would learn a quick way of disconnecting the battery
and placing the phone in a metal box which would block reception.
but all the people calling for aid because they forgot their passcode and needs to restore their phone would be in a pickle
