Removing my photos
I want to know if there is any way to remove my photos from my ipad without removing them from my iphone. Is it possible?

Yes, they can be removed from your iPad without impacting photos stored on your iPhone.
On your iPad, disable Photos in iCloud:
Settings > [Your Name / AppleID] > iCloud > Photos > iCloud Photos - set to OFF
When you have disabled Photos in iCloud, you can delete unwanted photos from the iPad.
