The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

It is usually due to a billing or payment problem. This is primarily a user-to-user support forum; other Apple users like you. You will need to contact Apple Support. See instructions in: If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support
