I can't redownload my game pigeon

I changed phones and I can't download the game pigeon, it keeps showing me a cloud button even after clicking it persists please can I get solution

Any restrictions enabled in the settings for Screen Time? If yes, disable them and try again to download the app.

Are you connected to Wi-Fi and you can access and browse the Internet?

If you are using mobile data, did you allow downloads using your mobile data plan?
