Downloading issue on iTunes store

I purchased a ringtone Narcos (main theme song Tuyo) but it is not downloading I re-tried many times but it failed not a single percentage of downloading is showing

iPhone 13 Pro Max, iOS 16

but it failed not a single percentage of downloading is showing

Check -> Service & Wi-Fi.

If they are On, turn Off Hotspot & VPN.
