I purchased a new ipad 9th gen and did the quick start transfer from my old ipad air 2 and one of my game apps will not work. Popup says contact developer for upgrade. This is an app (Keno Keno ? Playkeno) that I purchased game credits and I still have many credits remaining. How do I get this older app to work on my new Ipad?

You’ll need to follow the instructions that you’ve already seen - as only the App Developer can update their App to be compatible with the current version of iPadOS.
