I read an article that Apple says Family setup is the service designed for kids ages five and up. Is there recommened age for kids to use Apple watch using Family setup?

Not that I’m aware of. It’s up to you to decide if your child could use it, take care of it etc. Would be best to shop in person so you get a strap that fits a smaller wrist. The SE Series are better suited for a child, with the lower price range,
