You need the old passcode to do so.
If you don’t have it, the only chance is resetting the iPhone and hoping, that it isn’t linked to a iCloud (activation lock). Otherwise there will be no way to unlock it. You can check if there is an activation lock here by entering your IMEI or Serial-Number:

Note that if you choose to disable passcode protection, absolutely anyone who gains physical access to your iPhone for about 5 seconds can add a passcode to it. Locking you out of your own iPhone.
If you add a passcode and then enable Face ID, you rarely have to enter your passcode. But you still need to remember it.
I don't have an iPhone 13. My SE uses Touch ID & passcodes, so the following may be a bit off.
Tap on Settings > Face ID (?) & Passcode > Turn Passcode Off
Is it locked by passcode or Activation Lock?
