No, if you are asking about Wi-Fi 6 on the Time Capsule.
If you want to run WiFi 6 and WPA3 Security, you will need a new Wi-Fi router. But, even if you buy a new router, it will not help on any of your Wi-Fi devices unless they are also Wi-Fi 6 capable.
Connect the Time Capsule to the new router using an Ethernet cable and turn off the Wi-Fi service on the Time Capsule, so you can continue to use the Time Capsule as only a back up hard drive.
Keep in mind though that the hard drive on the Time Capsule becomes "suspect" at about 6-7 years of use, so if your Time Capsule has reached that age, you might want to think about a new backup plan.

The Time Capsule would require both a physical & firmware upgrades in order to run Wi-Fi 6, neither would be available from Apple as they exited the networking hardware business back in 2018. AFAIK, there is no one offering such an upgrade for the TCs.
No. Please re-read my answer.
