Voiceover Speed started speaking fast

My sister needs voiceover to use her phone. Recently it started speaking so fast she cannot understand it. We went to spoken content and the speaking rate bar but that has no impact when she touches a notification on her screen, it still speaks much too fast. Is there another control for speed of speaking someplace else? Thanks for any help.
