Copy the Photos library from the Pictures folder on the old machine to the same location on the new one.

You might be better off trying to copy via an external drive.
I tried copying the Photos Library from my older Mac, connected via Wi-Fi, to the Pictures folder on the new Mac but it stopped copying and I got a dialog box saying I did not have permissions to use the Photos Library I was copying.
How do I get permission for the old Photos Library?
