If you want to make high quality videos, I'd use a high quality video cam and a high quality microphone. You can then do editing with video editors like Final Cut Pro on a Mac.

If you want to keep copies of streaming videos you've watched as in streaming content via sources like YouTube, you can bookmark a link to the video.

If you mean record streaming movies, like from Netflix or Amazon Prime Video, you likely can't. They would be DRM locked from being recorded.

Here is a link to Youtube's terms:

https://www.youtube.com/static?template=terms

You will note that they forbid downloads:

access, reproduce, download, distribute, transmit, broadcast, display, sell, license, alter, modify or otherwise use any part of the Service or any Content except: (a) as expressly authorized by the Service; or (b) with prior written permission from YouTube and, if applicable, the respective rights holders;

Just because it is on the internet, does not automatically give you the right to take or make copies of someone else's property.

All of it is restricted unless there is a download button by the video.
