iCloud Photos stuck at "Uploading 6252 items"

The last few days I have been manually uploading photos from Google Photos to iCloud photos.

There are several thousand photos I have dragged-and-dropped into the iCloud Photos item in Windows Explorer.

Now I am waiting for iCloud to upload all the photos, but it is stuck.

Clicking the tray icon, it says "Uploading 6,252 items". Problem is that it's been saying this for over a day now.

I know my Internet connection is working, so how can I make the photos upload again?

Windows, Windows 10

Hello and welcome to Apple Support Communities, geoffliu,

If we understand your post correctly, you're trying to upload photos to iCloud and it seems to be taking a long time. We’d like to help.

Pausing and restarting your upload may help:

Pause library uploads to iCloud
When you turn on iCloud Photos, the time it takes for your photos and videos to upload to iCloud depends on the size of your collection and your internet speed. If you have a large collection of photos and videos, your upload might take more time than usual. You can see the status and pause the upload for one day.
On your iPhone, iPad, or iPod touch, open the Photos app, go to the Library tab, and tap All Photos. Then scroll to the bottom of your screen.
On your Mac, open the Photos app. Select Library in the sidebar, then click All Photos in the list of tabs in the toolbar. Scroll to the bottom of your photos and click Pause.
