To charge your keyboard and mouse, leave the computer on, connect the mouse and/or keyboard with the appropriate cables, and it is ok if the computer sleeps. But if the computer is shut down, with most models the keyboard and mouse will not charge.

Leaving them plugged in all night is ok. Unplug them in the morning and check that they read 100%.

I suggest you recharge them when charge reaches ~ 20%. Charge up to 100%, then unplug and use until they reach ~ 20% again, then recharge.

There is no need to worry too much about this. These devices need only be recharged every month or so.

Generally no. Low powered mode doesn't really keep them charged, but neither are they used. There is enough current that you can wake up your Mac with the connected mouse and keyboard when asleep, but you still need to use the power button of the Mac if it is off. Since both peripherals are charged with lightning cables, you may want to keep them charged separately from the Mac with a standard charging brick used to charge phones with USB ports, and unplug your computer only in event of bad whether or extended travel away from the computer when storms and power outages could surge into the computer. That way, they are at least charged till you get home, and are the only things at risk in case of power issues while you are gone. If it has an off switch as many of these devices do, turning them off when not in use helps preserve the charge in the state that it was left at for longer than leaving them on. However, batteries also have a shelf life of 2-5 years, meaning that uncharged, they may not turn back on when you start them up after a long period of time.
