Can't add my Maryland driver license to "Wallet" iPhone 12

I'm in Maryland, Whenever I click on the + (plus) sign in wallet, I get "Learn More" or cancel.

when I click on the "Learn more" I get redirected to a web site that doesn't help me much.

Troubleshooting so far: *Restarted the phone, *Logged out of my Apple ID and logged back in, * removed the case, making sure my apple credit card is valid.

Any help? I want to use it this week when flying thought the US.
