Repairs and service coverage

I am going to buy a second hand iphone. When i checked the serial no, under repairs and service coverage it states consumer law doesn’t apply. Anyway the Owner also told me that the warranty is already expired. But for normal warranty expired phones repairs and service coverage shows as expired but this shows consumer law doesnt apply. Is this device fake or genuine? Is it okay to buy this devise ?
