Upgrade to Wi-Fi Calling dialog

I've been getting these weird dialogs popping up on my iPad every other day or so. The first one says Wi-Fi Calling. I thought I had set this up (as it has been for years) and was surprised the first time it asked. I clicked "Turn On"

Then another dialog asking me if I want to upgrade to WiFi Calling? Again, surprised that this was already not set, I clicked "Enable"

Oh, but wait we aren't half done yet. The next dialog says "Your Location Will Be Used to Make Emergency Calls". Thought it was that way anyway (and a bit concerned that it wasn't now), so clicked "OK".

Now the really weird part. It does this on my Mac too:

When I pull down the "Options" and accept the NEW functionality, it invokes FaceTime and splashes up another dialog saying "Your location will be used to make emergency calls." . OK. Hope so. So clicked again "OK". Have to kill FaceTime manually.

So in the big scheme of things, this is not a big deal. But its annoying to have it do it over and over every couple of days. Can't it remember the settings? More concerning is that it doesn't seem to keep the emergency settings and I worry that I will need it when its gone off to la-la land again.

The common factor here is my phone between the 3 devices. Not sure what to do about this.

Anyone have any suggestions?
