Why is a visa card issued by Paytm bank not compatible with iTunes or apple store payment

I am trying to connect to itunes for my reset ipad 2 with my new created I'd it asks for review and that the ID is not used in apple store when tried to connect with Apple store by completing all formalities a gide was sent to my ipad after entering the same and all formalities completed with Visa card by Paytm bank then it shows the card cannot be used try with other payment methods, which is missing no other methods or mode of payment reflects other than pay by credit or debit card, not even net banking or mobile banking

Pls help i am unable to download apps I require
