I am trying to change my cc for payment and get the expired one removed (by using my iphone) What can I do to get it changed

I am trying to remove the currant payment method on my iphone and add a different one. I can't get the old one removed. I have followed instructions, but nothing is working

Add a new valid Credit or debit Card before you can remove the expired one.
