HomePod Mini flashes orange light

My HomePod Mini is not usable with flashing orange light.

I follow the instructions to restore the device using iTunes for PC. Restore completes, but the flashing orange light remains.

I threw away the original box, so I no longer have the printed set up code.

If I take bring it to a local Apple Store, will they be able to fix it?
