phone wont send picture messages
I have rebooted it, put data roaming, reset network settings, cleared data. I called At&T and they said it is an apple issue

If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support
Also MMS is a phone carrier feature, call AT&T back and speak to someone higher up.
