I want to change my country region but it’s saying I have a store credit balance and that I have to spend it before I can change stores or cancel my Apple Music subscription. Please can you help me change my country region without my Apple Music subscription cancelling?

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it. Unless you're on the trial or willing to wait until the subscription ends, you'll also need to contact them to have it cancelled; it isn't possible to change countries while it's active.
