Are you attempting to use a DataSIM - or a regular mobile phone SIM card? Be aware that many mobile phone SIM cards are not usable with iPad or tablet computers.
For iPad, you’ll need a DataSIM, correctly provisioned by your chosen Cellular carrier for use with iPad and/or mobile Broadband routers.
If you do have an appropriate SIM, try ejecting and re-inserting the SIM.

If you continue to have difficulties, you’ll need to seek assistance from your Cellular Carrier.
