well. every purchase i made with my OWN phone that has my OWN money it fails to connect with itunes store. with my sisters phone(iphone 7 plus) all purchases has sucessfully got set. i guess is it because her phone is on the lastest ios update and im still in 12 ios yet (i use iphone 6 plus) ?

I still make purchases on my iPhone 6 iOS 12.5.5 though limited apps because all apps do not support a lower iOS version unlike Netflix.
If you are experiencing any difficulty with third-party apps or a specific website then please contact the app developer or site publisher/host directly --> How to contact an app developer - Apple Support
Ask the App developer to release the app for lower iOS versions also. Netflix has done it. Please see the pic below.
