Talked to apple about family member's apple account. Was told I need a court order in order to help me. Not having an attorney or founds for one. How do I move forward in achieving a court order? Any help on this matter is very much appreciated.

The only way to gain access to a deceased person's account is to show that you are the rightful inheritor of your loved one's personal information. Thus, the requirement for legal documentation. There would be no other way around this.
