I am trying to pair my watch to my phone. Phone says there is an update for my watch. It searches for the update and says the my watch is up to date. That is where the pairing process stops. I cannot go any further and to go back just restarts the whole process again. Any ideas how I can move forward?

What model of watch is it and what version of WatchOS is it running?.
What troubleshooting steps have you tried?.
What errror messages are you receiving?.
Has this watch ever been paired to another phone?(Very important).
The model is a Series 2 and I believe the OS is 3.03?
I have rebooted both phone and watch several times
No error message ( just states that the watch is update and nothing else happens.)
Yes, it was paired previously with another phone (which I do not have anymore) and I did not disable activation lock
You have to disable the activation lock,a watch can only be paired to one phone at a time.
