my makbook air 2017 (A1466) has macOS Monterey 12.5.1 with 38 gb free disk space. Attempting to install the XCODE program from the APP STORE, you receive an insufficient space notification. Program XCODE 12GB. How to install and how much free disk space should I have?

I'm pretty sure it actually says "available" disk space. That's not quite the same. You will need to delete some files and try again tomorrow. By then, hopefully some background tasks will have run and then you really will have 38 GB of free disk space.
