My debit card was hacked to buy iTunes and It was not my Apple ID.How can I get the refund?

I would also recommend that you contact your banking institution and/or credit card company to make sure your information has not been breached.

That's not the way it works. If your debit card or card information was stolen and used fraudulently, you need to report the situation to your bank. They will issue you a new card with a new number. And, based on applicable law and bank policy, they will make refunds. Do it quickly as there may be limitations on what you can get refunds for if you fail to report it in a timely manner.
