My Debit card was hacked to buy iTunes and it was not my Apple ID How I can get refund

That's not the way it works. If your debit card or card information was stolen and used fraudulently, you need to report the situation to your bank. They will issue you a new card with a new number. And, based on applicable law and bank policy, they will make refunds. Do it quickly as there may be limitations on what you can get refunds for if you fail to report it in a timely manner.

Because this has nothing to do with your account with Apple, Apple is not going to give you a refund. You will need to go through your bank.

No refunds will come from Apple. They will come from your bank.
