Who says you have to pay? Google Chrome is free to download. Link-> https://apps.apple.com/us/app/google-chrome/id535886823
With that said, the App Store requires a valid payment method on file to access its services including downloading free apps. Once the payment method has been verified, and if you don't have an active subscription, you can remove the payment method, and it will not ask for it again.
Requesting verification of a payment method does not mean its going to charge you for a download of an app that is free.
