I have an iPad mini 4 that is activation locked and have contacted Apple but they denied my request and told me to contact the original owners which is impossible. What can I do with the iPad now. Is it Apples policy to throw away perfectly working products? Can I turn it in for credit?

Sorry, but without a proof of ownership Apple can not disable the Activation Lock for any Apple device.

I habe already failed at getting it unlocked because there was not a strong enough proof of purchase/case. What I an really asking in this post is what are my next step? Dispose of a 100% working apple product?
Apple should create new policy to drop of items at Apple stores where original owners are contacted to pay what it cost to aquire the device or have to give it up. Otherwise Apple is creating more ewaste than it is saving by not including a charger in an iphone box. Outrageous.
Thankyou for an outlet. I do believe Apple doesn't have to get involvement but it feels as it is intentionally not doing it just so people have to buy new from Apple. Once again this device works 100% fine without the activation lock it would be just as good as new. If it is going to end up in a landfill wouldn't it be better if someone got to use it.
