I need to take my contacts from my I cloud and transfer to my personal phone. How do I transfer contacts if i lost my phone to my new phone but it is a new number

Your phone number has no relation to your iCloud account. Just log in with your iCloud account on your new phone, and all the contacts will be downloaded to it.
