I have an iPad, iPhone, iMac. how do I get my 7 minute video on iCloud (I have space)
and name it so my family can view it. I put the video on my iPad, and it is also in iPhone.7

Where on your iPhone, iPad is the video currently? In the Photos App?
From your Mac, can you not drag it to the iCloud Drive folder in finder?
Once there, you can share it and email links to it to your Family Members: link-> Share photos and videos with an iCloud Link on iCloud.com - Apple Support
