Do you use iCloud for Contacts? If YES, then follow the instructions in this guide published by Apple ➔Restore your contacts from iCloud.

If you do not use iCloud for Contacts, then you restore your iPhone from an earlier backup that you may have created on your computer.

Some things to try...

A. Enable Contacts in iCloud Settings:

See If “Contacts” is somehow disabled.

• If it is disabled, then enable it.
• If it is enabled, then disable it and then re-enable it.
