Many USB devices require installation of device driver software - this being something that is not directly supported by iOS/iPadOS.

For iPad-compatible devices that do require driver-software, the manufacturer of the USB device will have created a companion App that can be installed from the Apple App Store. Check with the manufacturer of the USB device for compatibility with iPad (such devices often being identified as “MFI” - or “Made for iPad/iPhone”) and/or availability of a suitable companion App.

You might also consider searching the App Store yourself - perhaps searching by the name of the device or its manufacturer.
