I cannot start or stop the update

• IMPORTANT: If you have an option to update, however, then be certain you backup your iPhone first. That way, you will have something to restore your iPhone from should anything go wrong with the update

Wait for your phone to finish updating. Did it freeze again? You might have to use a computer or take it to an Apple Store/Best Buy. My iPad mini fourth generation kept freezing while trying to update it, so I took it to Best Buy and they were able to update it.
