It appears to be some sort of browser hijacker. The Community Forum is riddled with questions regarding the same thing. However, most of them are for MacOS and the ones I've read don't have a real resolution.

Have you tried clearing Safari Cache for your iPhone?
Go to Settings > Safari, then tap Clear History and Website Data.

Indeed- though browser hijacks are usually a result of adware the unsuspecting user installs. Generally, adware is easily removed with Malwarebytes- the free version is sufficient.
I'm thinking you're probably correct- clearing website data should fix it. iPhone malicious redirects are usually caused by cookies (though certain apps may have misleading popups as notifications).
What exactly is the issue? Does this page show up when you open Safari?
http://googleleadservices.com doesn't connect. Did you mean http://googleadservices.com? If so, it returns a 404 for me-
