When an app like Google Maps is limited to tracking "only while using", what does that mean…specifically?

It can be in the background too if it runs when not on screen - eg podcast apps, Whatsapp share location etc.
Apps cannot do more than you allow them to if they have been properly vetted by the app store process.
One of the recent options is to specifically instruct apps not to track.
If you do Settings, General, Transfer or reset iphone, reset, Reset location & privacy, all permissions will be withdrawn and you will have to specifically allow them.
If you allowed the app to track as I indicated above then Settings, General, Background app refresh, turn it off to make sure.
Tracing generally refers to your purchase history.
If the law enforcement wants to track you they will triangulate your cell tower use.
