First, do what you can for the iPhone that was stolen:

Hopefully, you have a current / recent backup of the phone that was stolen? If yes, you can use the data in the backup to restore the new phone as part of the new phone setup process.

I hope you have a back-up of the stolen phone, because without a back-up, you will not be able to retrieve the data from a stolen phone.
