Factory restore not working! Apple TV (Model A1625)

After changing my internet provider, my Apple TV would not update the network connection and Ethernet address. No matter what I did, it was keeping the old internet info (ip address, submask, router, DNS, and Ethernet address.) I tried to reset my Apple TV to clear all old data and now I cannot get past the “setup Apple TV” screen. I have tried manual and iPhone setup. I have tried with and without the Ethernet cable plugged in. I have even tried connecting via usb-C cable to my iTunes on my desktop computer. It did a restore and updated the software. Still continues to say no network connection. I can unplug it and plug another Apple TV using the same cords and works perfectly fine so it isn’t the cables.

When I click on the settings after it shows me the error, I can manually change the IP address, submask, router and DNS numbers but the “Ethernet address” cannot be changed manually and is stuck on an old address.

I tried a second time to restore it via iTunes and still has that old address. I have tried hard resetting it by holding down the buttons on the remote and still no luck.

Anyone know what to do?!? It is pretty much a paper weight at this point.
