If you deleted a picture or a video, then check the Recently Deleted album.

If your deleted item(s) are not in that album, then the only way would be if you have and iPhone backup that contains them.

The article you came here from could imply that you deleted a picture or video from the messages app?

If so, the same would apply, you'd need a backup that contains the text message(s).

If you go to Settings > [your name] > iCloud and the switch for Messages is turned ON, then your text messages are not part of an iPhone backup anyways, and they are gone. Ask the person that sent em to you to re-send?
