It sounds like you're following the steps under "If you see the Restore screen on your iPhone, iPad, or iPod touch" and are still unable to restore your device. If that is the case, you may need to place the device in recovery mode to restore it completely and reinstall iOS. To restore the device from recovery mode, you will need a computer.
