This is the second time i kill my battery by unadvertedly turning on camera while phone is in my pocket.
CAN YOU PLEASE MAKE IT SO THAT ONE CAN DISABLE IT ON LOCK SCREEN WITHOUT DISABLING THE ENTIRE CAMERA APP?????????????????

You're not addressing Apple here. This is a user-to-user tech support forum, and we, just users like you, are not aware of Apple plans / future decisions about the topic you posted.
Since that feature is "by design", I suggested to let Apple know your request.
